President Hichilema undertook his first State Visit to Zimbabwe at the invitation of President Emmerson Dambudzo Mnangagwa. The two leaders co-chaired the inaugural session of the Zambia-Zimbabwe Bi-National Commission (BNC), which upgraded the existing Joint Permanent Commission on Cooperation to a higher framework of strategic engagement. Five Memoranda of Understanding were signed covering diplomatic training, immigration and technical cooperation, labour and employment, agricultural cooperation, and youth development. President Hichilema called for the removal of Western sanctions on Zimbabwe and referred to President Mnangagwa as his "elder brother".
